I'd guess it's pretty likely. He appeared as a boss in Overture and, apparently, in Vastedge. I think Ishiwatari may have said he wanted to make him playable at some point (can't remember where, tho), and since Strive is about Sol and That Man's final (?) battle, well. Also, he is not a "fighter" in the sense that he exclusively uses magic.
