It IS possible to get 100% reflect damage and 100% absorb spell (which is just as good as reflect spell, if you ask me). You just gotta hit level 17+ and get some sigil stones from Oblivion gates with spell absorption and enchant your clothes/armor. It's even easier if you have the Atronoch birth sign, which gives you 50% absorption from the start.
