Make the sauce by whisking all the ingredients in a bowl. Pour a bit of the sauce into a baking dish. Slice the rolls and lay the bottom half of the rolls in the baking dish. Top the rolls with a layer of cheese, then ham, another layer of cheese, and the top half of the roll. Pour the remaining sauce over the rolls.
