If Flowey can't feel compassion without a SOUL, he can't have hope either but he does have hope so he's just missing the other fragments. This further solidified my theory that Flowey has a fragment of his SOUL. He does not have compassion but unfortunately, he still had hope to keep him going.

A soul (human or monster) can use magic and magic comes from the soul because the snowdin library tells us, "Because they are made of magic, monsters' bodies are attuned to their SOUL." A lot of people and comics say Flowey doesn't have a soul. But I happen to think different. Let me explain why. When Chara went to the Underground, but was dying, Asriel absorbs their soul. Flowey has no soul. He has the essence of Asriel's soul, but lacks a proper soul. but why would the ashes of Asriel make Flowey be Asriel? The reason is explained in the Snowdin library. It is said that if a monster's dust is spread across something, their essence will live on in that thing. They do this with monster funerals.

colekern • 6 yr. ago It's too hard to say, but I would personally think yes. Six souls turned him into Omega flowey. I would imagine that he needed seven souls to control what form he turned into. However, many of the fanworks that portray him only needing one soul do so within the bounds of canon.

Well, Flowey is asriel in a flower vessel, when he died, his dust fell on his father's garden and alphys injected determination in the first golden flower that bloomed after the queen left. unfortunately he lacks a soul, since after he died his soul disappeared, because of that he cant feel love and compassion. summarizing, he is just soulless.
