Dragon's Arrow is by far the stronger of the two ultimates because of how much more reliable it is than Dragon Strike and how valuable AoE crowd control is in a team fight. It also allows Hanzo to engage and initiate a team fight, which is rare for a ranged assassin to be able to do.. Hanzo's jungling ability becomes significantly weaker.
